Emma Watters Reardon is a Medicaid Program Analyst in the U.S. Department of Health and Human Services, Assistant Secretary for Financial Resources, Office of Budget. She joined HHS in 2020, where she leads the development of the President’s Budget for the Medicaid program. Before HHS, she conducted health services research with the Institute for Healthcare Policy and Innovation and was a director at Joy-Southfield Community Development Corporation. She received her Bachelor of Science from the University of Michigan-Dearborn, and her Master of Public Health in Health Management and Policy from the University of Michigan.
